  • The nation’s water infrastructure is aging and underfunded. More than 9 million existing lead service lines pose health concerns.*
  • There are more than 623,000 bridges across the country, but only 44.1% are in “good” condition.*
  • Due to years of deferred maintenance, a funding gap of $152 billion still exists over the next ten years for the nation’s transit systems.*

The American Society of Civil Engineers’ latest report on the state of U.S. infrastructure gave the U.S. an overall score of “C“. The United States lags behind other advanced economies in infrastructure quality and spending.** Aside from the safety concerns, inadequate infrastructure imposes large costs on the U.S. economy. The most recent analysis shows the total infrastructure investment gap has increased from $2.1 trillion over 10 years to $3.7 trillion.

The 2021 IIJA, set a new standard for federal infrastructure spending. However, the legislation will expire in 2026, and Congress will decide how programs under the IIJA will be funded going forward.*

Federally funding is not enough though to address the deficit.

A Solution? Public-Private Partnerships (P3).

What is a P3?

The United States Department of Transportation’s Center for Innovative Finance Support defines public-private partnerships (P3s) as “long-term contractual agreements between a public agency and a private entity to design, build, finance, operate and maintain (DBFOM) an infrastructure project”. P3s help bridge the infrastructure gap, bringing critical projects to completion faster, and more efficiently. 

P3s differ from traditional design-build methods.
